To clarify how webguard works (approximately and as relevant to bring some light into this discussion):
Basically it is a proxy that sits between your application and system drivers.
For larger downloads:
1. Your application requests a download
2. Webguard forwards the request to the server
3. The server starts delivering data to your PC
4. Webguard 'catches' the transferred data and 'trickles' the download at a lower speed to your application to avoid timeouts by the application
5. Webguard has received the complete file from the server and starts scanning it, meanwhile it continues to 'trickle' data to your application to avoid timeouts
6. Webguard completes scanning of the download
7. Webguard sends the remaining data of the already downloaded and scanned file to your application at the full speed your Operating System allows (almost instantly for hundreds of MB )
For small downloads that would not cause timeout issues with applications, the data is not being 'trickled' to the browser, but gets scanned and sent to your application afterwards.
I hope this explains to you why both your applications and speedtest websites report values that simply are not reflecting what is actually happening. These can either be ridiculously high (maximum transfer speed) or at around 50% (trickle speed as perceived by the application) of the values you are used to.
It does not mean your internet connection is crippled or anything alike, the only amount of time that your download gets slowed down is the time AntiVir needs to scan the file while it is already downloaded, which is the same amount of time an on-demand scan would take. This can take a bit of course (for large archives), which is why the 'trickling' for timeout prevention is taking place to avoid your application simply to think the download got aborted.
Also note that scanning archives is essential for proper protection, as many webservers deliver their normal html content in compressed form which then gets uncompressed by your browsers internally.
