2013 E补丁将修复启动延迟？

- Long start with disabled option "Concede operating system resources at system startup"
其他修复主要是1：FF18支持，safemoney下打印的问题；gui的bug和重启之后设置丢失的问题。

Must be fixed next:
- FF18 support
- Problems with KSN
- Problems with print from Safe Money
- Fixed delay problems with BlueCoat proxy
- Not saved settings after reboot
- Long start with disabled option "Concede operating system resources at system startup"
Also fixed some dumps and GUI problems.
