If you use Visual Studio on a Windows 10 device and you open a solution for a Windows 8.1 or Windows 10 app, you will be prompted to enable your device with this dialog. (You also need your device to be enabled to use the designers and debug your app.)

如果你在运行有windows10的设备上使用visual studio，并且你开启了windows8.1或者windows10应用的某个解决方案（solution），你可以通过这个对话框提高权限（promoted to）,激活（enable）你的设备（你也需要确保你的设备可以使用设计者（designer，？）对你的应用进行调试）

For Windows 10, you choose what tasks you want to enable on the device. This includes any devices: Windows 10 desktops, tablets and phones. You can enable a device for development, or just sideloading.
对于windows10，你可以选择你希望在设备上运行（enable）哪个任务。这涵盖任何设备：windows10 台式机、平板和手机。你可以在一台设备上激活开发者模式（development）或者仅仅是旁加载（sideloading）

Sideloading is installing and then running or testing an app that has not been certified by the Windows store. For example, an app that is internal to your company only.
旁加载（sideloading）就是安装然后运行或者测试某个未被windows应用商店认可的应用。比如，一个最开始仅仅存在于公司内部的应用（an app that is internal to your company only）

Note：  If you sideload apps, you should still only install apps from trusted sources. When you install a sideloaded app that has not been certified by the Windows store, you are agreeing that you have obtained all rights necessary to sideload these apps and that you are solely responsible for any harm that results from installing and running these apps.
注意：如果你旁加载应用，你也应该从可信源（trusted sources）安装应用。当你下载的一个旁加载应用并未或者windows应用商店的认可，你同意你已经获取了所有的与旁加载这些应用所必要的权利，而且对任何因为安装和运行这些应用而产生的任何有害后果独自承担责任。
