Improvements:

• Unmigrated devices can now be renamed and deleted (PBL-16642)
• Blocked HTTP/3 connections are now closed promptly instead of timing out
• Fragmented HTTP/3 connections are now scanned and blocked properly

• ID Monitoring not available for migrated child users (PBL-16621)
• Migration does not complete / activation code not accepted on devices with specific network hardware (PBL-16620)
• Badly performing update of device list with many devices (PBL-16639)
• If a user has many devices, the device list in People & Devices may not show all of them unless the application window is made wider
• User name initials are hard to read due to dark text on a dark blue background (PBL-16606)
