It appears that iOS 7.1 could be expected, huh?

I dont care about the jailbreak availability cause I have no strong demand on it.

then you can update to 7.1, i care so 7.0.4 is preferred choice

such as ios 5.1 or 6.1 (forget which version), also release in March and current beta version reach 5

Good, I may expect reasonable performance boost in iOS 7.1...
Though, this is a little bit out of the reality..

My firend jailbroken, and adjust the hidden setting of springboard, it will reduce the effect time but also lag...

4s better

Hope 7.1 will better for performance and battery
