官方的解决方法
This error appears because Setup can't read the needed keys from here:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders

Please go to this key with Registry Editor (start -> run -> regedit), then right-click on it and select Export. Then open the saved file with Notepad and paste the contents here, to see what is missing.

As far as I've tested, it's the "Common Programs" registry entry, which should contain C:\Documents and Settings\All Users\Start Menu\Programs. You can add that string value there by hand and see if it works.
